The Northwestern District commander of the National Guard Troops of the Russian Federation, Hero of Russia Lieutenant General Sergey Burakov read out the welcome speech of Viktor Zolotov, Director of the Federal Service of the National Guard Troops of the Russian Federation, Commander-in-Chief of the National Guard Troops of the Russian Federation, to the Exhibition participants and guests.

«This Forum, held for the first time 2 years ago in the Northern Capital, gradually strengthens its position, expanding the geography of participants, the amount of exhibition space and the range of exhibition products. At the present stage, in terms of intensification of scientific and technological research in our country, the multiple increase in the capacity of enterprises of the defense industry, largely due to the dynamic development of the military organization of the state, given the experience of the Special Military Operation, constant efficient interaction between manufacturers and consumers of weapons, military and special equipment is of particular importance», is said in Victor Zolotov’s address.

Sergey Burakov expressed gratitude to the heads of enterprises, who responded to the request for participating in the Exhibition. «We surpassed last year’s result in terms of the number of participants. I wish fruitful collaboration to representatives of the military-industrial complex, heads of enterprises and directly to customers – the Federal Service of the National Guard of the Russian Federation», he said.

Oleg Logunov, Deputy Plenipotentiary Representative of the President of the Russian Federation in the Northwestern Federal District, conveyed the address to the Exhibition participants from Aleksander Gutsan, Plenipotentiary Representative of the President of the Russian Federation in the Northwestern Federal District.

«This Exhibition displays the largest range of new projects and issues, the detailed study of which is required for creating modern means and protection systems. Exchanging experience in using modern technologies will contribute to properly adjusting the direction of scientific and technological progress in general, and not only progress in the military field. The annual successful holding of the Exhibition constantly increases interest in it and largely demonstrates the demand for products from Russian manufacturers and specialists. Although, of course, we do not refuse foreign samples and will never do so if they benefit us», follows from the address of Aleksander Gutsan.

«Good things should start in the spring, when there is a wonderful time of the year ahead – summer, achievements and successes. And this exhibition also will become more interesting from year to year. This is already happening thanks to our joint efforts», added Oleg Logunov.

Kirill Polyakov, Vice-Governor of St. Petersburg, read out the address of Aleksander Beglov, the city’s Governor, «Our city’s powerful scientific and technical potential allows making significant contribution to developing the domestic military-industrial complex, to creating advanced means of communication, sophisticated telecommunications devices, the latest weapons».

«On my own behalf, I would like to thank the Exhibition organizers for high-quality preparation of the venue. Here, manufacturers from different regions, including St. Petersburg, are represented. I am very happy for those St. Petersburg companies that are deservedly represented today and are doing the huge amount of work to improve our country’s defense capability, because what is done in St. Petersburg has been done wisely», stressed Kirill Polyakov.

Sergey Voronkov, CEO of EXPOFORUM International, noted that holding the 3rd Exhibition «EXPOTECHNOSTRAZH» proves relevance of the Russian Guard’s decision to hold it 3 years ago.

«Only the convention and exhibition venues allow getting acquainted for several days not only with the latest technologies and equipment in the field of security, and establishing effective contacts between suppliers and customers, but also discussing key issues of intersectoral collaboration. Security issues require a comprehensive solution, interaction between armed security units, the Ministry of Emergency Situations, smart city video surveillance systems, transport security, evacuation and cybersecurity», he accentuated. According to Sergey Voronkov, over 150 companies and
2 thousand showpieces are represented at the Exhibition, and more than 50 events are scheduled in the business program.

The Youth Day program will begin with its official opening at 10:30 in Pavilion G, at the stand of the Russian Guard.

The Exhibition of advanced technologies for ensuring security of the individual, society and the state «EXPOTEKHNOSTRAZH. The Day of Advanced Technologies» takes place on April 03–05, in Pavilion G of the EXPOFORUM Convention and Exhibition Centre.

On the event days, free shuttle buses run from the Moskovskaya Metro Station to EXPOFORUM.

Alla Sevryukova, Head of the Transport Security Service of the St. Petersburg State Unitary Enterprise «Gorelektrotrans», stated that the Russian Guard has been engaged in ensuring safety of public electric transport in St. Petersburg since 2019, and this collaboration is rather efficient. It takes 5–8 minutes for the Russian Guard’s squad to arrive to the scene of incident, while the time of waiting for employees of district police departments ranges from 30 minutes to an hour and a half. Due to this efficiency, forced downtime of trams and trolleybuses has been reduced by almost 2.5 times – from 50 minutes in case of a police call to 20 minutes if the Russian Guard leaves on alarm.

Aleksander Krasilich called regular joint exercises conducted by law enforcement officers and the carrier employees another advantage of collaboration with the Russian Guard in ensuring social security in public transport. «Our employees, conductors, and drivers participate in these exercises. We work out the procedure for everyone’s actions, and if suddenly an attacker starts acting in the cabin of a tram or trolleybus, then everyone knows what to do. Moreover, the very fact that the facility is equipped with the alarm button helps reduce the number of offenses», explained Aleksander Krasilich.

Alla Sevryukova added that, in 2023, leaving on alarm, the Russian Guard prevented 143 offenses and crimes, detained 55 people. Aleksander Krasilich.explained that, as a rule, these are people acting out of hooligan motives, who are in the state of strong emotional excitement or in the drunken state, who either try to get into the driver’s cabin, or argue with the conductor, or start a quarrel or brawl in the cabin of transport, or spoil it.

However, according to Aleksander Pitirimov, General Director of the ANO «For Public Transport», buses have not currently been connected to the central security system of the Russian Guard in St. Petersburg. This issue will be discussed in April, at the major practical meeting with participation of all interested parties: representatives of city authorities, passenger carriers, and law enforcement agencies. «Public transport is an integral part of the life of St. Petersburg residents, and it must be truly safe», concluded Aleksander Pitirimov.

As part of the Conference «Shield and Sword of the Digital World», its Plenary Session organized with the support of the Committee on Informatization and Communications of St. Petersburg and the Expert Club «IT Dialogue» was held.

The discussion was participated by Aleksander Shoitov, Deputy Minister of Digital Communications and Mass Media of the Russian Federation, Stanislav Kazarin, Vice-Governor of St. Petersburg, Ragim Akhadov, Adviser to the Governor of the Leningrad Region on digitalization, Ruslan Kirichek, Rector of Prof. M.A. Bonch-Bruevich St. Petersburg State Technical University, as well as well-known cybersecurity experts and founders of information security companies.

The speakers discussed how to resist romanticization of hacking among young people, and what ways exist to attract promising programmers to the camp of «white» hackers.

Stanislav Kazarin, Vice-Governor of St. Petersburg, noted that this is a very important issue in terms of both the state and the further development of society. According to him, active advertising and promotion of alternative ways of such self-realization among young people are necessary: these can be public and private programs on searching for vulnerabilities for remuneration, events in the format of cybersport competitions and championships. It is necessary to work with schoolchildren, including younger ones, for educating them against illegal ways of obtaining data.

He recalled that St. Petersburg information security systems in 2023 repelled over 172,000 cyber attacks, and reliably protected all state resources.

«Securing our information systems is very important for smooth operation of critical infrastructure and urban services. Importance of security systems has increased even more since the CBO to start, when the city faced the unprecedented number of cyber attacks. Last year, Aleksander Beglov, the Governor of St. Petersburg, approved the Concept of Information Security, in which special attention is paid not only to protection of information, but also to the block of cyber hygiene and cognitive security aimed at combating manipulative technologies and fakes», noted the Vice-Governor.

He recommended using Russian antiviruses and platforms, for reducing security risks, including those from deepfakes, when videos and voices of real people are faked due to applying artificial intelligence.

For the purpose of protecting Petersburgers from the negative external impact on social information resources, public services and operation of critical infrastructure of all urban enterprises, cybersecurity will be constantly strengthened.

St. Petersburg increases the level of cyber literacy of government officials, conducts regular exercises for improving knowledge in information security: this is one of the most effective measures. In the Northern Capital, the work with educational institutions has also been organized, including professional retraining courses in Information Security for Civil Servants, ratings on meeting information security requirements in government bodies, which allows employees to be informed on a regular basis about intruders’ new tactics and strategies.

Users are not yet ready to protect themselves from deepfakes and other falsifications to be generated by neural networks: most of participants in the Plenary Session «Shield and Sword of the Digital World» have made this conclusion. «Attacking AI technologies are superior to defensive ones, since defense, as a rule, relies on people», explained Luka Safonov, the expert in information security, Technical Director of «Weblock». «AI can generate so many scenarios that a person is simply unable to keep track of them», he believes.

Stanislav Kazarin, Vice-Governor of St. Petersburg, noted that, for counteracting fakes, the state, in particular, encourages users to switch to Russian platforms, where the process «can somehow be controlled». On foreign platforms, users are not protected, for example, from fakes by Western intelligence agencies.

During the discussion, the participants expressed their opinions on the idea of labeling content produced by using AI. In particular, Luka Safonov believes that any tokens will begin to inspire trust among users, and they can be falsified. Igor Bederov, Head of the Information and Analytical Research Department at «T.Hunter», also opposed labeling. He suggested collecting users’ consent to process their bio-data, such as voice and other unique human features, allowing faking their image.

«EXPOTEHNOSTRAZH» is a professional vision of personal safety and the country’s security. The project organizers are the Federal Service of the National Guard of the Russian Federation, with the support of the Government of St. Petersburg and the Main Directorate of the Ministry of Emergency Situations in the Northern Capital.

In 2024, the Exhibition will be participated by over 120 companies from
15 regions of Russia. Among them, there are world-famous brands: «Rosatom», «Rostec», «Kalashnikov», «Megafon».

The exposition consists of 3 major sections: technical equipment of the troops, law enforcement units and special services; technical devices and security services; hardware and software complex «Safe Petersburg».

The focus is on the latest models of military equipment, uniforms and weapons. The Exhibition confirms its status of the unique site and one of the largest exhibitions of innovations and modern products of the military-industrial complex in the Northwestern Federal District, makes serious contribution to development of military-technical collaboration.

The rich scientific and business program includes more than 50 events in two sections: «Security of the individual, society and the state» and «Safe City».

The Business Negotiation Centre is scheduled to operate, intended for direct meetings of leading manufacturers with key customers of their products, technologies and services related to security.

The important component of the project «EXPOTECHNOSTRAZH» is its social area. The third day of the Exhibition will be dedicated to patriotic education of young people, and training new personnel for the military-industrial complex. The All-Russian Youth Research and Practice Conference «Young Scientists In Security», in course of which experts will get acquainted with the younger generation’s developments aimed at finding new solutions in security, will be held for the first time.

The traditional part of the exhibition is the large-scale cultural, patriotic and demonstration program. This includes competitions on controlling unmanned vehicles in the enclosed space, tournaments in tactical shooting all-around, airsoft and laser tag.

Master classes in hand-to-hand combating, dog handlers’ demonstration performances promise to be spectacular. The interactive shooting range and military bands of the Russian Guard will not let you get bored.

No one will remain indifferent watching the cultural and educational performance «Za Pravda! To Victory!», which reveals historical parallels between the events in the territory of Ukraine in the period from 1920 to 1956 and the current situation.

On the open display venue, in front of Pavilion G, guests will find the exhibition of wheeled and motorized equipment of the DOSAAF of Russia, as well as performances by the Military Automobile Inspectorate of the Russian Guard and specialists of the Moiseev-Grakhov Driving School. Professionals will demonstrate the most difficult controls of the car: pair driving, blocking attacks when escorting, getting out of a skid and much more.

The field kitchen will work from 14.00 to 16.00.

The international event for participants in the pharmaceutical and related markets, dietary supplements, healthy nutrition unites representatives of many pharmaceutical companies, companies providing laboratory and medical equipment, scientific institutions, analytical, consulting and financial companies, leading departments of medical and pharmaceutical universities, industry associations.

The Exhibition and the Forum will be participated by companies from over 10 countries. The event is traditionally supported by the extensive business program.

The thematic focus of the Conference is also on improving cyber literacy, countering hacking, a smart city’s cyber shield, and creating a single platform for identifying false information generated by neural networks.
