Oleg Bosenko, Director of the Cybersecurity Directorate at the IBS Company, answered these and many other questions during his lecture «The Image of the Digital Future. The Futuristic Forecast of 2040», which he read at the Conference «Digital Security» held as part of the first day of the Forum «EXPOTECHNOSTRAZH 2024» at the EXPOFORUM Convention and Exhibition Centre.
Oleg Bosenko stressed that the basic outlines of the digital future development were defined by the Russian President Vladimir Putin in his Annual Address to the Federal Assembly in 2024. «It is necessary to achieve technological sovereignty in cross-cutting areas that ensure sustainability of the country’s entire economy. These are means of production and machine tools, robotics, all types of transport, unmanned aircraft, marine and other systems, data economics, new materials and chemistry», recalled the lecturer the Russian leader’s words. Based on this, digitalization will primarily spread in the fields of technology, education, industry and transport, medicine, and penetrate into the life and activities of society and the state. However, there are also fields, future of which should not become digital. These are nature and ecology, human personality, as well as culture and art, Oleg Bosenko believes. «It is impossible to digitize a real apple on a real apple tree or a river, nature must remain alive. The main thing in a personality is not its digital profile, but its ability to create and empathize, artificial intelligence will never be able to repeat this, and this is what needs to be preserved», explained Oleg Bosenko.
How the futurologists see prospects of the digital future, Oleg Bosenko outlined using the example of the most significant spheres of human life. In the field of medicine and technology, we are waiting for simplified transition between similar technologies, the speed of development of which will grow in an arithmetic progression, and telemedicine will become the everyday reality. In the field of education, we should expect emergence of a digital teacher, the very process of gaining knowledge and building competencies will acquire a distributed interactive nature. Robotization and machine technologies will become prevalent in the main industries and in transport, manual human labour in production will be replaced by human-machine systems. Public and government processes will become transparent in terms of personal orientation, and all services will be provided only in digital form.
Oleg Bosenko stressed that main conditions for developing the digital future are security and legal order. To do this, it is necessary to develop technologies and tools of countering cybercrime today, as well as to form security regulations for the digital future. «Any new technology has pros and cons, development opportunities and their dark side – the use of them for illegal purposes. The main message of digital future should be meaninglessness of cybercrimes», explained the lecturer.
Oleg Bosenko is sure that formation of the digital future on a national scale will allow Russia to make the powerful technological breakthrough by 2040, improve life quality and take a leading position in the world. However, he noted, complexity of the digital-future infrastructure will require structural shifts in the economy and changes in the labour market.
According to the expert’s forecasts, by 2040, digitalization, robotization and AI development in Russia will have reached 80% in public administration and service provision, 80% in education and industry, 70% in the field of transport. Digitalization of public processes and communications will reach 60%. The trade and services sector will reach the same indicator. The most «digital» will be the sphere of finance and financial activity, which will become penetrated with high-tech up to 95%. Medicine will be least affected by digitalization (40%), since this industry is the most dependent on humans. «Only a surgeon can operate, not a computer», explained Oleg Bosenko. The lecturer concluded that, In general, there will be no 100% digital coverage in any industry, since it is impossible to exclude a person from anywhere.
